Tony Fu: The epidemic is a common challenge for all countries in the world

During  Chinese New Year, the pneumonia epidemic caused by the new coronavirus affects the hearts of hundreds of millions of people around the world. To prevent and control the spread of the epidemic, 31 provinces, autonomous regions, and municipalities in China quickly launched the "Level I Response to Major Public Health Emergencies." The virus is the common enemy of mankind. While relevant countries are taking necessary measures to prevent and control the epidemic, many countries including Singapore, Japan, South Korea, Russia, Pakistan, etc. have provided emergency assistance to China. In this unprecedented "war epidemic", China's emphasis on people's lives and health, the ever-increasing level of emergency management in the fight against the epidemic, and China's efforts to prevent the global spread of the epidemic have all won the attention and recognition of the international community.

 

On 3 February, at the Standing Committee of the Political Bureau of the CPC Central Committee, Chinese President Xi Jinping pointed out: "Doing a good job in epidemic prevention and control is directly related to the safety of people's lives and health." Since the outbreak of the epidemic, putting people's life safety and health first has become the consensus of all relevant units and organizations. In various provinces, cities, and autonomous regions of China, medical staff are saving lives and treating patients at all costs. The Chinese government has implemented a nationwide mobilization and decisively adopted effective isolation prevention and control measures such as extending holidays, suspending public transportation and public activities, strictly controlling the flow of people, and resolutely stopping the spread of the disease. China announced the complete genome sequence of the new coronavirus in a short period of time. Scientists began experiments at an unprecedented speed, sharing data and accelerating research on related viruses. In order to produce masks and disinfectants, Chinese medical supplies manufacturers temporarily activated a 24-hour non-stop production mechanism. The Huoshenshan Hospital, which can accommodate thousands of patients, was built in China within seven days, and the Leishenshan Hospital was built in 15 days. Many “square cabin hospitals” in Wuhan have also been put into use... The author believes that with the experience of dealing with SARS in 2003, emergency measures to prevent and control the new type of coronavirus pneumonia are more efficient and targeted, reflecting China's full attention to the safety of people's lives and health.


At the same time, this epidemic is also a major test of China's governance system and ability. In the process of fighting the epidemic, China's emergency management level has been continuously improved. While the fight against the epidemic is still advancing and the epidemic has not yet reached an "inflection point", the Chinese government is facing important challenges in emergency management, public health, and national reserves. On the basis of summarizing the SARS epidemic response experience, China has built a modern emergency management system with comprehensiveness as the main feature, and classified management and comprehensive coordination of natural disasters, accidents, disasters, public health events, and social security events. When the new coronavirus came surging, China's emergency management system had just undergone a major reform. After the outbreak was disclosed, it was the first time to be fully engaged in the battle of the new coronavirus pneumonia. According to information disclosed by the Chinese media, the Chinese government has taken the most comprehensive and strict prevention and control measures since the outbreak, many of which far exceed the requirements of the International Health Regulations, and were praised by Director-General of WHO Tan Desai as "established a new benchmark in response to the epidemic". Many countries have expressed appreciation and support for China's measures to fight the epidemic. South Africa, Pakistan, Cambodia and other countries have stated that they will follow the recommendations of WHO and will not adopt travel and trade restrictions, and there is no need to create panic.


In this battle against the new virus, China has made continuous efforts to prevent the global spread of the epidemic with its strong sense of mission and responsibility. WHO issued a statement on its official website on 6 February, announcing the launch of a global strategic preparation and response plan to combat the pneumonia epidemic caused by the new coronavirus. As of the morning of 6 February, confirmed cases of the new coronavirus have been detected in 25 countries, including China. The new coronavirus has become a common challenge for all countries in the world. After the first case of the novel coronavirus was detected in December 2019, China immediately notified the WHO and relevant countries and regional organizations of the epidemic information, and opened a 24-hour consultation for foreigners in Hubei, foreign students, and foreign tourist teams Service hotline, and timely push multilingual epidemic notifications and epidemic prevention knowledge in English, French, German, Russian, Japanese, Korean, and Western on the official website and Hubei Foreign Affairs WeChat official account. Beijing, Shanghai, Tianjin, Guangdong, Jiangsu, Xinjiang and many other provinces, municipalities and autonomous regions, as well as the Ministry of Foreign Affairs, the National Immigration Administration and other government agencies have also sent open letters to foreigners working and living in China, introducing and providing information on the prevention and control of the epidemic. Medical treatment and other information and channels, using practical actions to maintain the life safety and health of Chinese nationals and foreign citizens in China.


As Director-General of  WHO Tedrosi suggested, this is a time that requires facts instead of fear, science instead of rumors, and unity instead of humiliation. People from all over the world are united to fight the epidemic together, so as to prevent the spread of the virus. I believe that with the joint efforts of all countries in the world, we will be able to defeat the epidemic as soon as possible and win the battle against the epidemic in an all-round way.
